What does Virtual Routes do?

Virtual Routes tackles the impact of digital and emerging technologies on global affairs through research, education and public engagement with policymakers, industry, civil society, and the general public. Virtual Routes is a place for people passionate about technology and global affairs to find a like-minded community, develop new ideas and skills, and deliver positive change where it is needed most. Since its inception in 2020, Virtual Routes has built a growing community of researchers, practitioners, and policymakers who work together to understand and address some of the greatest challenges facing today’s world.

Why is this important?

Digital and emerging technologies continue to transform the lives of individuals, the economic prospects of companies and countries, and social and political dynamics at local and global scales. But digital and emerging technologies are marked by unequal access and ownership, illegal or irresponsible exploitation and manipulation, and weaponization for economic competition and military conflict. As the role of digital and emerging technologies in the lives of people across the world grows – with the opportunity for greater prosperity, happiness, and individual fulfilment – so does the urgency of addressing their potential negative impacts. Virtual Routes’ first step in tackling such issues is to better understand their causes and consequences through independent, objective, and thorough research, carried out to the highest academic standards. However, research must be connected to action – at the technological, policy, and social level – to generate meaningful change. Virtual Routes therefore also convenes key stakeholders for dialogue and knowledge exchange, and educates future leaders in practical technology and policy skills. In this way, we combine immediate action with creating the conditions for a more inclusive technology community in the future.

The history of Virtual Routes

Virtual Routes began in 2020 as the European Cyber Conflict Research Initiative (ECCRI), a UK-based Charitable Incorporated Organisation (CIO). In 2023, the ECCRI directors also created the European Cyber Conflict Research Incubator, a UK-based not-for-profit or Community Interest Company (CIC). The founding articles of ECCRI CIC (now Virtual Routes Incubator) nominate ECCRI (now Virtual Routes Community) as its compulsory “asset-locked body”, meaning in the event of the former’s dissolution all its assets pass to the latter. In 2024, the two organizations were renamed to reflect their growing scope and activities: no longer focused solely on Europe, no longer addressing only issues of cyber conflict, and doing far more than research. Although the two organizations remain legally independent, they both use the Virtual Routes name and logo to communicate their shared mission, and to maximize their joint effectiveness and impact.
