The UK Foreign Office updated the UK Sanctions List and issued a Financial Sanctions Notice warning about ransomware on 18 July 2025. Notably, the notice underscores that paying ransoms could violate financial sanctions if the ransom ends up with a sanctioned entity (e.g. a state-backed hacker unit). It reminds companies and banks that facilitating a ransomware payment risks civil or criminal penalties if the recipients are on sanctions lists. This policy move aims to deter ransom payments by tying them to anti-money-laundering and national security enforcement.
