Sara Seppanen is a 2025-2026 Virtual Routes European Cybersecurity Fellow. She is also an analyst in the Swedish Cyber Defense Command of the Swedish Armed Forces Headquarters, and participates in Sweden’s NCSC.
She was previously a research analyst in the Cyber and Tech Team at the Royal United Services Institute (RUSI), where she worked on advancing the understanding of responsible cyber behaviour and examining the role of private actors in cyber conflict. Before her career in cyber, she worked in the financial technology industry in London.
Sara holds a first-class BA in War Studies, and an MA with Distinction in Cyber Policy and Strategy from King’s College London. She received the Award for Excellence in MA Cyber Policy & Strategy for the 2023/24 academic year, where her research focused on Russian foreign policy and the strategic threat of ransomware.
