Doch\u00e1z\u00ed k tomu tehdy, kdy\u017e st\u00e1tn\u00ed nebo se st\u00e1tem sp\u0159\u00edzn\u011bn\u00e9 subjekty vyu\u017e\u00edvaj\u00ed digit\u00e1ln\u00ed technologie k uml\u010den\u00ed nebo potla\u010den\u00ed nesouhlasu obr\u00e1nc\u016f lidsk\u00fdch pr\u00e1v, aktivist\u016f a disident\u016f v zahrani\u010d\u00ed prost\u0159ednictv\u00edm shroma\u017e\u010fov\u00e1n\u00ed d\u016fv\u011brn\u00fdch informac\u00ed, kter\u00e9 jsou n\u00e1sledn\u011b pou\u017eity jako zbra\u0148 proti c\u00edli nebo jeho s\u00edt\u00edm. Navzdory tomu mezin\u00e1rodn\u00ed pr\u00e1vo tuto praxi omezuje jen m\u00e1lo.
